The MRCVS adopts the Cultural and Landscape Master Plan for Soulanges Canal Park

 

A visionary plan born of an innovative competition

This master plan is the result of a competition launched in January 2021 by the MRC de Vaudreuil-Soulanges and the Ministère de la Culture et des Communications. The aim of the competition was to design a vision for the canal’s enhancement that would be anchored in the community and supported by the local population. After a rigorous two-stage process and the examination of numerous proposals by an eight-member jury chaired by Philippe Lupien, professor at UQAM’s School of Design, the Passagers project was chosen. This innovative proposal was conceived by the Collectif Escargo team, in collaboration with the firm Rousseau Lefebvre and Geneviève Murray, museologist and cultural project management consultant.

 

Passagers : a journey through 23 kilometers of unique experiences

The winning concept revolves around the theme of travel. Passagers offers a 23-kilometer route dotted with discoveries and experiences that invite visitors to return. Each stop becomes an adventure, offering the opportunity to learn an unusual fact, take a fresh look at nature or take part in a captivating collective event. A coherent, ambitious vision

The vision developed by the Vaudreuil-Soulanges MRC is based on three fundamental principles:
– Ambition to create a bold regional signature project
– Coherence to unify the entire canal
– Identity by creating an image specific to the region

The adopted master plan is a comprehensive document that structures the project around five major themes:


– Accessibility, physical links and reception infrastructures
– Recreational activities
– Protection of water and natural environments
– Art, culture, heritage and archaeology
– Urban integration
This document is an invaluable reference tool, both to guide current interventions and to guide the development of the Soulanges Canal over a 30-year horizon. It presents an overall vision through inspiring images and concrete guides on signage, preferred materials, color palettes, lighting, street furniture and vegetation.

A new era for the Soulanges Canal

“The adoption of this plan represents a crucial step in the enhancement of our regional signature project. It is a tool that proposes an ambitious vision for the Soulanges Canal, to make it a dynamic place that supports our collective identity while offering inspiring experiences to visitors and residents alike”, said Patrick Bousez, Prefect of the MRC de Vaudreuil-Soulanges and Mayor of Rivière-Beaudette.
“This plan is the fruit of several years of reflection, collaboration and mobilization. It reflects a shared vision that will guide our actions now and for decades to come. It’s a solid foundation on which we can continue, together, to make the Soulanges Canal a significant and meaningful place for our region,” emphasizes Marianne Sigouin-Lebel, General Manager of the Parc du canal de Soulanges.
The adoption of this master plan will enable the MRC and Parc du canal de Soulanges to develop an implementation strategy, prioritizing actions based on comments received during public consultations. This master plan will serve as a reference tool to support funding applications and implement the action plan for the coming years. The MRC and Park invite citizens to take ownership of this vision and follow the next steps in its implementation, which will be initiated over the coming months.

New Oriflamme Banner Exhibit

May 3, 2025

As of this week, a brand-new outdoor exhibit is coming to life along the Soulanges Canal bike path! A total of 27 oriflamme banners have been installed between Pointe-des-Cascades and St-Zotique to take cyclists and walkers on a journey through the fascinating history of the canal – from its daring construction to its glory years as a commercial waterway.

Each banner presents a section of this great human, technical and territorial adventure. The entire exhibition forms a linear, open-air trail, freely accessible and designed to enrich the experience of park users.

 

New for 2025: an interactive exhibition!

This year also marks a turning point for the exhibition: it becomes interactive!
Thanks to an all-new digital platform, visitors can now scan a QR code at each banner to access a full version of the image, plus facts and anecdotes related to the image and banner location.

It’s a fun, modern way to learn more about local heritage, right on the spot, along the way. The platform also allows you to consult the complete exhibition from home, on your cell phone or computer.

A collective and promising project

This exhibition project is the fruit of a sustained collaboration between several passionate partners. It was made possible thanks to the support of the Ministère de la Culture et des Communications and the MRC de Vaudreuil-Soulanges (MRCVS ), through the cultural development agreement (2024). We wish to emphasize that the Canal Park’s financial and technical participation in this project is part of the MRCVSs “Signature innovation” project, supported by the Ministère des Affaires municipales et de l’Habitation (MAMH) as part of the Fonds régions et ruralité.

We also acknowledge the invaluable contribution of the Musée régional de Vaudreuil-Soulanges, the Centre d’archives de Vaudreuil-Soulanges, as well as numerous local collaborators involved in historical research, content creation and field implementation.

Entente de développement culturel renewed for 2025 – 2027

Vaudreuil-Dorion, April 17, 2025 – The Vaudreuil-Soulanges MRC is pleased to announce that it has received a grant totalling $194,281 from the Quebec government, as part of the Ententes de développement culturel municipales et régionales 2025-2027 program. Through this agreement, the MRC is committed to funding 50% of the selected projects, representing financial support of $194,281, for a total of $388,562 in cultural development investments for our region.

The MRC is proud of this regional partnership, which enables us to support large-scale, structuring projects carried out by regional organizations in our territory. This is also an opportunity for the MRC, in collaboration with the Conseil des arts et de la culture de Vaudreuil-Soulanges, to begin a process of renewing its Regional Cultural Policy adopted in 2015. This will be an opportunity to update the portrait of the regional situation in order to redefine our priorities and areas of intervention for the coming years. A consultation process at various levels is planned with cultural, municipal and civil society players. “says Patrick Bousez, MRC Prefect and Mayor of Rivière-Beaudette.

 

Promising projects for the Conseil des arts et de la culture de Vaudreuil-Soulanges (CACVS)

This new agreement will see the production of video vignettes on the impact of the national policy of integrating the arts into architecture and the environment in the Vaudreuil-Soulanges region, past, present and future. Also, in partnership with the future Hôpital Vaudreuil-Soulanges (CISSSMO) and the Musée régional de Vaudreuil-Soulanges, the CACVS will produce an immersive, regional (travelling) exhibition on the benefits of art. Lastly, part of the amount allocated will be used for a feasibility study on networking regional cultural venues, combined with a regional programming pilot project.

The Entente de développement culturel is an essential subsidy for the deployment of cultural projects on our territory. It is a major financial lever for our organization. In addition, we are delighted to have been entrusted by the MRC to lead the process of revising the regional cultural policy. This vast undertaking will enable us to re-express a common, shared vision of culture in the region, and to highlight the assets and opportunities available to the community and to artists. “says Nadine Maltais, General Manager of the Conseil des arts et de la culture de Vaudreuil-Soulanges.

 

New cultural and heritage projects for Soulanges Canal Park

This agreement will also enable the Canal Park to carry out two in situ heritage interpretation initiatives , combining outdoor activities with the dissemination of the site’s history, both on land and on water. The grant will also enhance interaction between visitors and local artists in the various hubs of the regional park. Finally, part of the contribution will be devoted to developing a concept for cultural dissemination and heritage interpretation as part of the redevelopment of the Petit pouvoir des Cèdres, a major project supported by the Park and its partners, destined to be defined and accelerated over the next few years.

The Entente de développement culturel is an important lever for Soulanges Canal Park. It enables us to place the arts and heritage at the heart of our actions, and to democratize access to culture for both the local population and our visitors. We are fortunate to be able to work with the region’s driving forces to implement these projects, which we strongly believe will improve the region’s quality of life. Cultural Development Agreements (CDAs) offer the Ministère de la Culture et des Communications (MCCQ) and local and regional municipalities the opportunity to share their territorial expertise and coordinate their cultural and communications initiatives. Their aim is to foster the development and cultural vitality of territories, within the framework of a flexible and collaborative partnership, for the benefit of citizens, while maintaining a sustainable development perspective.

The EDC is a tool designed to respond to the specific realities and needs that local municipalities and regional county municipalities, as governments of proximity, are well placed to identify. These agreements represent a lever for the development and reinforcement of cultural initiatives in which partners from diverse backgrounds are encouraged to participate.

PROJECT MANAGER POSITION

Your mission

As a Project Manager, you will be responsible for planning, coordinating and controlling major projects, such as the rehabilitation of our cycling infrastructure, the requalification of heritage buildings, the development of recreational and nautical infrastructure projects, and much more!

You will be :

  • Responsible for drawing up project charts, defining objectives, deadlines, required resources and potential sources of funding.
  • Always on the lookout for funding opportunities (grants, partnerships, self-generated income, etc.) to improve the quality of our facilities. You will prepare applications to the various targeted programs.
  • Project manager, managing risks, costs, deadlines and quality from start to finish. You’ll also be responsible for balance sheets and reporting.
  • The pivot between the various stakeholders (in-house team, consultants, contractors, financial and community partners) during project ideation and implementation.
  • An ambassador for Park projects. You’ll be the link with the community, park users and municipal authorities on all aspects of major projects.
  • At the heart of project-based citizen participation.
  • Always on the lookout for best practices and innovations in sustainable development, landscaping and recreational infrastructure. You’ll propose innovative solutions for park development and user experience enhancement.

You have the profile if you have…

  • University degree in architecture, civil engineering, landscape architecture, land use planning, project management or related field.
  • Minimum 3 years’ experience in managing major infrastructure projects, ideally in parks, public infrastructure or heritage projects.
  • Knowledge of infrastructure project management processes, calls for tender and grants.
  • Excellent grant writing and funding management skills.
  • Proficiency in project management tools (MS Project, Excel, etc.) and design software (AutoCAD, Sketchup, etc.).
  • Knowledge of safety standards, laws and regulations relating to the development of green spaces and heritage buildings.
  • Excellent command of spoken and written French.
  • PMP or PMI certification an asset.
  • Interest in or experience with citizen participation initiatives, an asset.

 

**Like all positions at the Parc, this position requires occasional availability outside normal office hours.
